Legislation that would require standardized course names and numbering systems for lower-level courses at public universities passed in the Senate on Wednesday.

Under the measure, a commission would establish a statewide plan to regulate the names of lower-level courses to help students transfer credits.

The commission would also set up a complaint procedure for transfer students who don't receive credit for certain lower-level courses.

If the commission determines the student's complaint is valid, the bill also requires the college or university to reimburse the student for the complete cost of the course. This includes the price of tuition, books and fees for each course the student is required to repeat.

Sen. Cynthia Nava introduced the legislation, which is known as Senate bill 161.

A measure that would allow American-Indian students from New Mexico to be defined as residents for tuition purposes regardless of where they live passed in the Senate on Thursday.

Students affiliated with Indian nations, tribes or pueblos "located wholly or partially in New Mexico" would be eligible for resident tuition rates even if they were in another state before they were accepted into an undergraduate or post-graduate degree program.

Sen. Leonard Tsosie introduced the legislation, which is known as Senate bill 482.

A bill that would allow the district board at TVI to change the institute's name passed in the House of Representatives on Wednesday.

The measure would enable the board to approve a name for or change the name of TVI or any of its branch campuses.

Rep. Sheryl Williams Stapleton introduced the legislation, which is known as House bill 604. The bill was sent to the House Education Committee.
